Never seen anything like this stopper / ( spoon ? ) before..
It is like chopsticks attached to a button. The idea must have been to simply poke the sticks into the bottle, and what ever snuff was trapped within the sticks is what ya got..

When snuff bottles hit the country and made available for not just the elite, people would make snuff bottle from old pieces of whatever they had. Like jewelry. I've heard of pill bottles being converted to snuff bottles.
